Wet Shirt Makes Back Itch?

I have many times been working outside when it starts raining. If I leave my shirt on the rain will go through it and make my back itch a lot.

Your itching is probably being caused by soap residue in your shirt. It could be a chemical reaction between laundry and your bath soap residue-do you have hard, or soft water? That makes a difference in how well soap rinses from your clothes (towels, sheets, etc) AND your body.

First, run a load of your clothes through the wash without using any detergent at all. Check the machine during the wash AND the rinse cycles to see if there is sudsing going on-your surest sign of too much soap. It may take several runs to get all the accumulated soap out of your clothes. Anything you have washed will have to be redone until the fabrics are clear of the residue-be patient, it could take up to four or even five runs to get all the soap out.

Once all the excess soap is out of your fabrics, cut back on how much laundry detergent you use in the wash going forward, and use either the 'extra rinse' feature on your machine. If your machine doesn't have an 'extra rinse' feature, run the load through again without adding soap.

Laundry detergent is being formulated as stronger concentrations in order to get (supposedly) as much cleaning power as possible into much smaller packaging. Soap companies keep at that tinkering, so nowadays you have to read the label every time you buy a new package of laundry soap to be sure you are using the correct amount of soap.

If getting all the soap out of your clothes doesn't solve the itching problem it's possible your bath/shower soap is not rinsing completely off your body. You may want to find out if you have soft or hard water and adjust your bath soap accordingly.
