I was wondering what breed mix he is. People tell me Lab/Collie and Lab/Beagle and I really don't know any dog experts that can help.

I would think lab and beagle.
Sweet puppy!! You may want to ask your vet his/her thoughts as they can look at teeth, bone structure, etc. and give you a good idea! Our vet is amazing with deciphering linage. To a dog lover, it looks like some lab, some beagle, maybe some terrier (hard to see the tail to confirm that).
