My wife got him from someone on Craigslist who claimed the puppy was full bred. She saw the mother and she is a Boxer, but as for the father she didn't see him. The question is what else can he be or is he full Boxer?

Without a DNA test it's hard to tell for sure - and I raised AKC Boxers in the US over 40 years+a lot of breed rescue as well!
He has a great lot of white on him and my first thought is he is all Boxer but out of 'undesirable' bloodlines - yes, Boxer bloodlines, but not the best breeding conditions where gene pools have been carefully considered.
For starters, that much white used to be considered a fault that would have kept him out of the show ring. The show ring is used to find superior specimens for breeding programmes to improve the breed and to some, breeding and showing winning dogs usually leads to very lucrative breeding programmes too.
Faultless dogs in appearance including colour and bone structure (and more, for example how the dog's feet move whilst running) are quite important to some! And too, poorly bred dogs of any breed are usually prone to behaviour-personality and physical problems that well bred dogs don't endure.
In reality, though, a poorly bred Boxer is usually a great companion animal! Calling a dog, any dog, 'poorly bred' is subjective - beauty really is in the eye of the beholder and as long as you remember he might have health and behaviour issues (usually fairly easy to overcome with love and patience) and don't try to use him for a breeding programme he should be a great dog.
If he's mixed with anything it's likely to be American Staffordshire Terrier but it's not a large part of his gene pool - from the snap you've posted he really does look like a poorly bred Boxer (remember - 'poorly bred' is subjective!).
