I was told he is Belgium Shepherd Mali today by his vet. We rescued him from Croatia. He has a problem putting one ear up.

If the vet told you what breed he was, I would trust his or her opinion. You could have a DNA test to be sure. As for the ears, the flopping will end around 16-20 weeks, when the cartilage becomes hard and strong enough for the ear to stand on its own.
He is 2 1/2 years old a rescue dog from Croatia been through quite a lot of abuse unfortunately. Cigarette burns broken nose stitches under his chin. Thankfully he has come to a loving home
At 2 1/2 years old, I believe you may just have to accept the fact that his ear is not going to stand. Some people recommend "gluing" the tips of the ears together if they are not standing by themselves at 7-9 months of age (super glue - seems to wear off after a few days).
