Would anyone know what breed my dog Meer (cat ) is? I rescued her 3 months ago. She is 2 years and 3 months old. She loves chasing a ball, jumping high and catching her ball. She will swim in the ocean to retrieve it. She is highly intelligent.

She is either purebred chihuahua or has a lot of chihuahua in her.
Looks like my friends dog which is mostly Chihuahua with a bit of jack russell
She has some Chihuahua in here for sure. I am not sure what the other mix is. I would do a home DNA test if you are curious what her mix is.
She definitely has plenty of Chiwawa/Chihuahua but may have another breed also. Here is a link that describes a Chihuahua (and your dog seems to fit).
The only way to know for sure is with DNA testing and that is easy now as DNA test kits can be bought at most pet store, on-line and from your vet. The cost is usually $50 - 200 dollars.
