Does anyone have any guesses as to what breed this guy is? He is 3 yrs old, so fully grown, and 9lbs. His adoption paperwork says terrier mix, but he doesn't look like any terrier I've ever seen. His tail curls up on his back, kinda like a Pomeranian, and he has really soft, fine, thick, and long hair on his back.

He looks a lot like a dog I have that is a Yorkshire terrier/Pomeranian mix. My dog's hair could be described in the same way you described your dog's hair and her tail also curls.
I see more Yorkie than Pomeranian
What a sweet little punkin pup!!!!
I see some jack Russel in the ears
The snout has some Chihuahua lines
The coloring could be Yorkie or Silky
I don't see the tail, but if you are saying it curls up, that could be the Pom.
Your vet may have some ideas as the look at bones, teeth, jaw, etc to verify breeds. Enjoy your fur baby!!!
