I was told it was German Shepherd and a Chow Chow mix, but I looks like something else. What is it?

The German Shepard part looks to be right.
For sure German Shepard. Look at you dogs tongue if it's blue or speckled then that's the Chow Chow in him. All Chows have a blue not pink tongue.
Well, I'd say German Shepherd is a definite, in fact it's hard to see past the GS traits. Other views of your puppies might be helpful. You should also know that a single litter of pups can have multiple fathers, each pup should be considered separately.
Of course if you can determine what dogs your female has been exposed to that will help greatly.
Although there may very well be Chow Chow in them, I learned several years ago that any dog can have spots on their tongue and though the Chow Chows are known for their solid black tongues there are approx. 27 other breeds which share that characteristic. Any dog may have spots on their tongue much like humans having freckles, in fact I have a cat with spots on her tongue. :)
A better way to identify other breeds associated with your litter would be to combine the looks as well as personality, temperament etc. I believe following these steps will lead you to the best conclusion on identification.
Having as much information as you can on your litter is invaluable for you or other potential owners should you begin adopting them out (or whatever you decide to do) since it can give the owner an idea if what to expect as far as upkeep, bonding, exercise needs, territorial behavior and especially health needs among a list of a slew of other reasons.
However; not being able to positively i.d. them isn't the end of the world. They all must have the essential basic needs met and they all need love. Good luck in your quest for information, it can be a challenge to say the least.
