What does "released from jail on a 911 call" mean? I received this message from Vinelink about an offender that was arrested for stalking my family member.

I would actually call the jail to find out what it means. If you had placed a 911 call about this person who was stocking you it appears that someone posted his bail and he has been realeased. Just to be on the safe side call the jail to make sure.
No means released on medical emergency
This is not true. My piece of crap brother-in-law has been convicted of every drug charge you could think of and still gets away with it. Has spent maybe 7 months in jail at most. For many, many years of the same drug charges. He's considered a habitual offender.
Best to call them and ask:
