It looks like a pineapple and has water in the center. I was given them. They have roots, but no dirt. Do I pot them? Do they go inside or outside?

Although I could be mistaken, Theresa, your plants look an awful lot like the succulent aloe vera (or a member of that family). To be on the safe side, keep them indoors and yes, set them in soil. Mine prefer indirect sunlight and regular watering, once a week.
Although you may want to take the potted plant to a local greenhouse for confirmation, another way to help identify the plant is by breaking the tip off one of the "leaves." If you get a clear liquid with the consistency of egg whites, we're on the right track. That liquid, by the way, is a wonderful healing agent for small burns and scrapes.
