The wheel is a pully as you can see the grove on the wheel where the belt attached to this. On the front of the box, you can see the level where the plank was moved up and down. This is a very old farm list that was used to move heavy items around. The lift is like on a forklift where you place the large items on the lift so they can easily be moved around.
This appears to be a belt pulley wheel but there is no indication as to what it was used for.
I believe there are some missing parts so it's difficult to really tell what it was designed for.
If you wish to know exactly what this item was used for and maybe other information; such as age and maybe even value you will probably need to post your pictures on these sites and let vintage equipment knowledgeable people give you some answers.

This looks like a Valve wheel, these were used to control steam, fluids, and control pressure to make things air tight. They are still in use today, just newer versions. This is cast iron steel and would bring in good money at a scrap yard if you didn't want to keep and restore it.

Here is information on Everite, and the farm equipment they made related to grinders and such.
I'm pretty sure this is a Jack pump. You connect a motor to the wheel with a belt and it turns the motion into an up and down motion in order to pump a well, so you don't have to hand pump. I have a Myers brand but I can't read your brand ???RITE. This is a link for the Myers. www.worthpoint.com/
