It looks like the sign told what it was. Is the display still there? Perhaps call the location or the venue and they can tell you!

According to the sign they are from a farm. I would say this is some sort of wheat shucker that they put the wheat in and used the pressure foot to move it back and forth to shuck the wheat or even corn. It looks like the teeth on the bottom of this are used to break upt the grain and it falls to the bottom. The top plate has a handle on it that moves back and forth to push the grain into the teeth below.
This is a very old Vintage Wheat Thresher machine!
I do not believe this item has been correctly identified but at the present time, I have no clue as to what it was used for.
This item has no place for wheat to fall or be separated so not sure about that suggestion.
It looks like this was a museum piece and there were papers showing the owner and seems like a lot of information concerning the exhibit so if you have a better picture showing more writing then I would suggest you contact someone and ask about the owner of this item.
Usually the owners are very happy to share information on their items as that is why they lend them out.
If you have the information - any name - and do not wish to pursue it I would be glad to do the leg work as this definitely has me intrigued and others maybe also.
