This is Calendula officinalis, sometimes called 'pot marigold', and less often, 'Mexican Marigold'.

I have a flower that looks like this with the same leaves. I checked out Mexican Marigold and the images did not match this.

This is a Mexican Marigold. We grow them every year, although usually ours have a lot of blooms on them and they get very large (six feet tall and 5-6 feet in diameter). In fact, next year we are growing enough to use as a temporary hedge around our above ground pool!

I think it's tithonia rotundifolia sometimes called Mexican sunflower. 6' tall, perennial in zone 9, annual in cooler zones.
