It is very difficult to identify a large bush with a picture like this.
We would have to see leaves and stems/trunk of bush and maybe more information about whether it flowers or is it deciduous or evergreen in your area.
Your local extension office would be able to tell you a lot more than we can as they are familiar with what grows in your area.
You can locate them with this link and send them a picture (maybe a closeup) and a little more information.
I am in the opposite side of the state and this looks so familiar, but I can't place it. My go to is Penn State University's Co-op...even though I am not an alum :)

Difficult to see if it is a single plant or a bunch of plants gathered into a bush, so I take a wild guess : Willow herb : possibly Epilobium ciliatum ssp glandulosum or Epilobium coloratum or another Epilobium. Epilobium flowers range from pink to white. You will be able to identify the plant better when the flowers will turn into fruits and seeds. Hope this helps !
