This is definitely a very nice Desert Rose.
These make lovely easy to care for house plants but can be planted outdoors in some areas. I, for sure, keep mine indoors.
There is a warning attached to this plant (from the web site).
Do not let the beauty of these plants fool you, if you come into contact with their sap it is important that you wash yourself off right away as the sap is poisonous.
Here are a couple of excellent web sites for information on how to grow and take care of this beautiful plant:
A desert rose. The root is characteristic.
Agree! This is what is commonly called a Desert Rose, its botanical name is Adenium obesum. "Obesum" means "fat" referring to the swollen trunk of this succulent plant. While easy to care for, it can be toxic as already stated by someone else. Give your desert rose as much light as you can. Since it is a tropical plant and can take the summer sun and heat, you can move it outdoors for the summer if you have a place for it. Just be sure to bring it in before the outside temperature drops below 50 degrees.
