What Is This Houseplant?

twiggy green plantI bought this plant 5-6 years ago, and it stayed healthy for a long time. Then it started declining. I finally have pulled what's left of it, and I'm trying to re-root it. I also have a piece that is rooted, but just will not come back to good health. I've never seen another plant like it, and don't want to lose it.

I have no idea what it is! Can you tell me what it is and make any suggestions as to how to bring it back to good plant health? Thank you so much if you can. It used to be almost 10 times the size of the one in the plant pot.

This could be Euphorbia aphylla, sometimes called 'Leafless Spurge'. If I am correct, my first guess is that the soil is too heavy and too wet. The link below will give you much more detailed information on culture and propagation. (also, check out other pictures on the web).

I'm sure you're right, but

The Pencil Cactus is not actually a cactus but another Euphorbia (Euphorbia tirucalli). It's care and propagation is similar to the Euphorbia I thought it was.
