It is called ice plant, but it doesn't like the cold. It is a drought-tolerant plant, so water thoroughly when it gets completely dry. It likes sun. Make sure it is in partially sandy soil or store bought "cactus soil" with good drainage.

It is a member of the very large Senecio family and I think because of its typical blue colour that it is a Senecio mandraliscae. It is a succulent and rots if overwatered. It grows upright for a while and goes back to its true nature, as in the wild, it is a spreading succulent that forms a dense mat with leaves rising upward. If you want to keep it bushy you will have to pinch it otherwise the leaves dry off but leaves a better sight of its blue trunk that is why it is called the blue chalk sticks senecio.
