I recently found these crawling around my windowsill and my cat's Kitty condo. From what it looks like, these are black carpet beetles but they're super tiny. I just want to make sure they're not bed bugs. Thanks

Definitely not Bed bugs, but is truly a Beetle, one of hundred types. They are harmless to people and insecticide will help to be rid of them.
They are not bed bugs and dont have the pattern of a carpet beetle. I think it is just a hard shelled beetle. You can use an insecticide.
