This plant was a given to me. Its leaves are very small, less than 1 cm, and it hangs down on scraggly thin white or clear vines. It also has plump leaves. I thought perhaps a peperomia or a sedum?

It looks like some kind of succulent to me.
I am thinking it may be a Ceropegia woodii but the leaves blur out when I try to enlarge to verify. Check out a photo of some, like this one I pasted at the end of the message and see if it matches.
I have never raised, them, but they are succulents and like warm spaces and sun. If that is what you have my friend has had one for years and it is pretty tolerant and lives well with what we call benign neglect.
Here is a nice picture of one:

Post back with your thoughts on the match.
The plant you speak of is very close in terms of how far apart the leaves sit on the vine. But the leaves on mine are quite a bit more plump like a succulent, very light green almost like a faint turquoise with a white ish edge. The leaves are also way smaller. They cant be more that 3 or 4 mm in length
