Harley was adopted at a no kill animal shelter in Kansas City, Missouri. The listing on her kennel said her and her other 7 litter mates were Chow/Collie mix. She doesn't have any tendencies of an 'aggressive' Chow and, to me, doesn't look like one either. I was thinking maybe she is some type of Shepherd/Collie mix or even, I know it may be a long shot, but a Bernese/Collie mix. Just wanted to know what you all thought.

My heart dropped when I saw your dogs picture! I had a Collie/Chow mixed dog & he looked just like yours. The Chow half is rather tough to deal with but if you demonstrate that you're the Alpha dog you will have one of the best animals you could find.
Always let your dog have a "safe spot" to run to when you get mad at him. If your dog starts snarling & bares it's teeth at you (Chow side of him) scold him & send him to his safe spot.
I miss my Toby dog he acted more like a husband than my real one did. He was very smart. Rest in peace Toby.
