On August 15, I will turn 17. I don't really have much money nor ideas. What should I do?

A 'Spa' birthday party. Manicures and pedicures @ home don't cost much. A 'camp out' birthday party. 'Splash pad' party with water balloons. A 'talent show' might also be fun. A 'painting party' where each guest paints their own picture on a canvas to take home.
Take a few good girl friends to a local thrift store to look for really cool accessories or jewelry. You never know what you might find, and they are usually cheap to shop at. Ask your friends for their opinions if any of them have similar taste as you. You might find a shirt or a hoodie that you fall in love with. Or a neat belt or purse...who knows what you might find.
You don't need a big budget to have fun. The main thing is to invite your best friends.
Here are some ideas for the party:
Joke Night. Everyone brings a joke to share with the group.
Dance Party. Everyone brings their favorite dance song and move.
Surprise Party. The element of surprise makes even an inexpensive party much more exciting.
Fun in the Park. Play flashlight tag, frisbee, or capture the flag.
Do crafts. Ask a crafty friend who is coming to the party to bring supplies and conduct a mini-class for the guests. Your friend will be pleased you ask for help and will want to show off his or her expertise.
Have a party at home with all your friends to help celebrate. It could be a costume party. Those are always fun for everyone!
Invite a couple good friends to go out for ice cream.
Since funds are limited maybe it would be better to plan something that can be done at home.

Perhaps you could contact your girlfriends and ask for 'suggestions' on what they think would be fun?

You can have a small party at home with your friends. Most people are fine with pizza, pop, and cake (you can bake your own cake and pizza). Pull out some old board games or turn on a movie. You could also have a bring-you-own picnic in the park and bring a cake to share with your friends! Most parks allow small parties (less than 50 people) with no associated fee. Bring frisbees or nerf guns to play with!
