They look like some kind of spider. Use an insecticide.
The image you posted is blurry but it looks like Eastern leaf footed bug nymphs.
It could be milkweed assassin bugs.

If this is what you have, they are good for your garden so please don't kill them. You can try to relocate, but don't kill them!
With all your help I figured it out!!! They are Leaf-Footed Bugs. The strip above them is difficult to make out in the picture but it is where the nymph eggs are laid in a chain and they just hatched from. Thank you.

Are they causing troubles in your garden? I hope not.
Often times if you just have a small number they are fairly harmless. It is when they start taking over that they can wreck havoc on a garden. I am told they are a tomato plant assassin.
