I found this colony of what looks like bug eggs in my garden. What type of bug do these eggs belong to? They were on the bottom of a milkweed leaf. (Definitely NOT monarch)

When I enlarge your photo, it's so blurry all I see is dark gray smudge. Could you post a better photo -close up and focused? It would help tremendously in identifying the eggs. Thanks !!!
I would take the specimen in a sealed plastic bag to your local garden center. They will know what it is.
You could also spray with insecticidal soap. You can make your own with a few squirts of dishwashing detergent in a spray bottle of water. This will smother the eggs and keep them from hatching.
It is impossible to distinguish the eggs in the photo.

I think these are not eggs. I think these are Black Aphids.

I would also suggest sending your photos to a local county extension office. I think they know local insects and what kind of insects are common right now.
I do not know exactly where you're finding these 'eggs' but I do believe whatever you have is attacking your plants and needs to be eliminated.
The best solution is to purchase some Neem Oil or Insecticidal soap and spray all over any plants that have this or any plant that looks 'droopy'.
Both sprays are inexpensive - buy online or garden stores.
Both are safe for plants - non-chemical.
