Can someone tell me what was used for? I am thinking it may have been used when setting out plants and a specific amount of water was used per transplant!

It definitely looks like some kind of water dispenser
If you scroll down to near the end on this link, you will see that most likely this is an old single-wheeled water barrow sprayer.
What a neat find!!
If you are going to sell it, it will be a challenge to find a comparable to help you value it (at least where I am there aren't too many of these around).
If you want to sell, talk to a good antique dealer in your town and get the owner's opinion on value where you are. It would be a really neat statement piece for a garden or porch!!

It looks like a waterer for the garden that was built by a creative farmer.
This was used years ago for water out in the fields,used for drinking when there were not any plumbing near by for thirsty workers.
I am not sure that I would agree with that theory based a couple a things. Before the Artic cooler, water was put in wooden barrels with lid that hinged at half way. Wood would keep the water cooler as compared to metal.
I just dont think that is the right answer! For one thing I did work in the fields and used wooden barrels for water. The barrel had a hinged top to keep the dirt out and wood kept the water cooler than the metal tank. We hung a metal dipper on the side of the barrel. The other thing is that the water from the tank came out of the bottom.
This is an interesting item.
Since it appears it was made from an old hand plow, a metal barrel and a hand pump it actually could have been used for something specific the farmer needed at the time.
