It looks like a walk-behind hand cultivator. It is used with it turned over the other way, so the hook-like things dig into the soil as the cultivator is is either push by a person through the soil, or drawn by a horse or mule harnessed to it. It works well by hand if the soil has already been tilled or plowed up loose, to keep weeds down around whatever you're growing.
This appears to be an antique hand plow cultivator/tiller. This one sold @ auction in 2014 for $20. (Estimated price/value was between $40-$80):
It would be better if we had several pictures showing the complete tool from different angles.
It appears to be a hand plow but without more pictures, it will be difficult to be sure.
that was a tip i posted weeks ago. people dont put enough pictures and then we have to ask for them further.
