Someone found this in their yard in Ohio. I feel like maybe it was some kind of feeder, but I am unsure. Could someone shed some light on this? A merry go round has been suggested but it seems too small for that.

When I was a small child my grandfather worked as a volunteer fireman and I saw one of these at the station house one time. They used it to wind the fire hoses around it.
