I have a white blouse with colored sparkles on it and I sent it to the laundry while I was on a cruise. When it came back the white was a pale brown and the colored sparkles were unaffected. What can I do to return the blouse to white without damaging the sparkles?

First off - I really wish you had notified the manager of the laundry because that is a very big "no-no" and they would have made restitution. But - in fact - If you still have the ticket for the laundry (or not - just the dates of cruise will work), you can write them a letter (a photo would be good) and explain what happened. Do not ask for restitution but I think they will contact you and ask what you would like them to do.
You do not say what type of material your blouse is or if it is a blend and that could have a big effect on how you try to remove this "run" in color.
Not knowing the fabric content, I would recommend using a product called "color run remover". It is made by several companies and can usually be found in most large box stores.

You can try to soak it in 5 gallons of hot water to which you have added 2T each hydrogen peroxide and powdered dishwasher detergent. Soak overnight and wash as usual
Soak in cool water with mild soap then try washing it out.
Did you let the laundry people know at the cruise? That is a big disappointment. :(
