I bought a lace beach wedding dress and now that I'm not getting married on a beach due to Covid I ordered an overskirt. The overskirt is satin. They are two different colours of white. The skirt is a bright white. Can I use bleach or a non bleaching whitening laundry product to brighten it up to match?

This dress is probably at least part polyester and, no matter what is usually said, polyester rarely turns out the way you want it to when trying to change the 'color'.
Your dress is new so I would recommend that you contact the store and ask their advice about this dress and maybe they will have some suggestions.
Did you buy the over skirt from the same store?
It does not matter as they should still try to help you resolve this problem.
They may have an over skirt that will work better than your satin one (mixing 2 different materials is very difficult to obtain the same whiteness or 'color'.

Unfortunately, this all depends on the fiber content of the dress and skirt fabric. Bleach and bleach-type products only work on natural fibers, like linen and cotton, since they are porous and can release their color. It sounds like your garments are probably synthetic fibers. These have the color chemically added when the fiber is made, which is why it is so hard to alter the color. You would probably do best to take your dress with you and buy either a new skirt or fabric to match. If you cant return it, perhaps you could recycle the skirt by using the fabric for decorations or favors? Best of luck to you! :-)
Personally, I would not recommend this step at all. You will either need to change the dress or the overskirt that you have purchased. I would actually take both the dress and the overskirt back to the shop you purchased the dress from and buy the right overskirt to match your dress.
This could go very wrong, it could make it worse. I would at least ask a professional cleaner or change a part ,and lastly , accept the two shades. Do not take the risk yourself and ruin the dress, making all pieces non wearable .

As for the dress, don't. Bleach could not only not give you the white you want, it could ruin the dress and damage the lace.
Is the overskirt a must? If you must have something over it, I would take the dress to a fabric store and do an in person match (which sadly with whites is a huge challenge).
