What bakery produces Kroger Private Selection Brand Rosemary Entertainment Crackers?
According to this article from 2018, Kroger makes many of the products themselves. It sounds like this is a big part of what made them successful to begin with. There is an overarching brand called "Our Brands", that encompasses all the private brands that they sell; Kroger, Private Selection, Simple Truth and more.

However, they may very well outsource certain products to other manufacturers. About 60% are manufactured by someone else, although these appear to be the non-food products in general. They take great pride in their baked goods, including crackers so I suspect they manufacture them directly.
You could ask at your local store the next time you go in. Many times, the employees know who makes what and have no problem sharing it with you. My local store told me once that the store brand milk was from a local dairy. The price difference was about $2 for the same exact milk.

Jess has answered this with a lot of useful information but I did find an article that was published in 2017 that seems to have a lot of Kroger's "private' information. Here are some comments;
"Premium private brands emerged at Kroger after it acquired the Private Selection brand when the grocer acquired Ralph's supermarkets in California in the late 1990s.
There is a reason why it is called Private, this information for Kroger brand products, will not be listed. They are like many other store brands out there that keep this info to themselves. Others link there products with other manufactories that have there own line of bakery products, and they are contracted to produce for chain stores.
