This looks like hand push garden plow that has some parts missing but may also have been converted into a seeder.
Most seeder had a larger flat wheel than this one and that is the reason I said it may have been converted.
As a seeder it would be missing the seed box that sits on top of the flat piece behind the wheel and also a smaller wide flat wheel that pushes the seed into the ground.

If it was originally a push hand plow the cultivator tines are missing:

This is the wheel mechanism for a Thompson Wheel borrow seeder. There ought to be a 14" hopper that was 6" square that held the seed. There were two arms, one on each side that would be struck by the metal rings on the spokes to provide an oscillating movement to a rope in the bottom of the hopper that would then let the seed drop to the ground.
This is not a hand cultivator because the handles are at the wrong angle and the metal piece behind the wheel. This is actually a very old garden wheelbarrow. You can see from the image here www.selency.nl/
This is a Garden Hand Push Cultivator Tiller/Plow . It is missing the the plow/tiller piece but still may be a collector item. There are lots of people who collect these old farm parts , often in farmhouse decorating. Here is a link to one that sold for $60 on this site- enter vintage tiller -

The one on ebay is selling for $170.00 plus $16.00 shipping. Yours is so antique, that you could likely get more than this.
