Rinse and drain bulgar; place in a bowl. Stir in the boiling water. Cover and let stand for 1 hour or until liquid is absorbed. Meanwhile, in a large bowl, combine the onion, salt, and allspice; let stand 30 minutes.
Bring stock to a boil in a heavy saucepan. Stir in bulgur and salt and pepper to taste. Cover, reduce heat to low and simmer 8-10 minutes, or until liquid is absorbed and bulgur is fluffy.
Combine first 4 ingredients and 3 cups boiling water to large bowl; cool to lukewarm. Dissolve yeast in 1/2 cup warm water.
