Mix first 8 ingredients together and form meatballs. Brown in pan with oil. Mix together remaining ingredients, heat in casserole dish. Add meatballs and bake 1/2 hour.
Mix hamburger, oats, eggs, milk, onions, chili powder, pepper, salt and garlic powder. Shape meat mixture into balls (don't brown) and put into casserole pan.
