For early blight, once the tomato plant is established, I always put a piece of copper wire through the stem, just above the soil. However, this will not stop late blight, as it comes from the air not the soil.

Rotate the veggies is always a good idea. Never plant the same thing in a spot you did the previous year. We had tomato blight here despite the fact I started my own plants. I understand it came up from the south via infected plants.
