Ive done that for years. Refreeze them, but only if they havent been sitting there for a very long time. I refreeze them only if I had them out thawed, used part of the package for a meal, then pop them right back in the freezer.

Storing Dry Goods to Avoid Weevils
I have had trouble with those in the past as well. I discovered that putting a bay leaf in the flour container will keep out those type of bugs. It also no effect on the taste or smell of the flour. Not sure if it works in cereals though, never tried that.

Just dig them before the first hard freeze. Frozen potatoes rot quickly. It wont hurt them if it is 32, but depending on how deep they are you dont want to leave them when it gets down into the 20s.
