If you're looking for self-adhesive bows, they would be very easy to make yourself. Purchase a roll of royal blue ribbon, make your bows and use a small dot of glue.
Try finding a store that specializes in party supplies. Where I live we have one that used to be called the Party Pig. It had plates, cups, bowls, etc..
Our dollar stores have paper plates and such (sometimes including bows) and they're only a buck. but party supply stores are a good idea.
