When your vacuum bag is full, cut open the end of the bag to dump. Then staple it back together and use it again.

I don't think so. The sides of the bags serve as a filter for dust and dust mites. By the time the bag is full the sides of the bag are pretty much saturated with dust too. Plus opening the bag and emptying it releases more dust and mites back into your air. There are better and cleaner ways to be frugal.
My mom does this and it stinks. A terrible smell comes out of the vacuum it is really disgusting and not needed when there are bag less vacuum cleaners out there. They even have washable filters in them but you do need to buy new filters after awhile.
I wouldn't reuse a bag if you have fleas.
