Heat oil in a wok or skillet over medium heat; add onion and garlic and cook, while stirring, until onions are softened. Add the green beans and soy sauce, stir and simmer 2 minutes. Add water and continue to simmer until green beans are tender, about 10 minutes. Stir in tomato, season with salt and pepper to taste and serve.
