Do green bell pepper plants require replanting every year or does the plant produce again? What about tomato plants?

Yes, bell pepper + tomato plants need to be planted every year.
Last year I had a late tomato which was doing very nicely and just starting to flower and fruit when we got very cold evenings and my tomato top froze. The under side was still green, and we never had more freezing so in early spring I just cut back all of the dead parts and I had wonderful large fruit.
