Simmer raisins and water in saucepan over low heat until raisins are plump, 20-30 minutes. Drain raisin liquid into measuring cup. Add enough water to make 1/2 cup. Cream shortening, sugar, eggs, and vanilla. Stir in raisin liquid. Sift flour, baking powder, baking soda, salt, cinnamon, and cloves and stir in. Add rolled oats, raisins and nuts. Drop rounded teaspoon of dough about 2 inches apart on ungreased baking sheet. Bake 8-10 minutes, until lightly browned, in 400 degree F oven.
