preheat the oven at 375 degrees F. Spray a 8 inch cake pan with nonstick spray. In a medium bowl, wisk all the dry ingredients together(except 1 tablespoon sugar). Add the butter and mix with fingers until you have a coarse texture. Make a well in the center of flour. Add the buttermilk and gradually stir the dry ingredients into the buttermilk until blended. Mix in the raisins.
Flour hands and shape dough into ball, flatten in cake pan. It won't come completely to edge of pan. Sprinkle with remaining sugar (1 tablespoon) Bake until brown, about 40 minutes or until a toothpick comes out clean. Cool about 10 minutes in pan then transfer to rack. Delicious served warm or cool. It great with Corned beef dinner, especially on Saint Patrick Day.
