What if you got a bad hair cut. You're tempted to cover it with a hat, but you don't have a hat and you're broke. What do you do?

If you are a man, you could shave your head. If a woman, use scarf or something that looks like a scarf, even an old T-shirt. Cut off the top with the neck and sleeves and make sort of a turban of the rest. Pin on a flower or two or work them into the twist of the fabric, use an old neck tie or a ribbon or belt or an old pin. You can let some of the hair show around the edges. Mostly, it is a matter of attitude to make the "look" work.
Use a headband or tie a scarf around your hair. One good thing is that in no time it will have grown out.
Get some "freeze strength" hair gel and make a spiky "do". Uneven lengths can be "glued" together, waves and curls formed etc. There are some spiky hairdos that are quite conservative and others you could just have fun with.
My uncle always said "the difference between a good haircut and a bad haircut is two weeks" -- don't sweat it. Just go with it; how bad can it be? If you draw attention to your head with scarves and headbands and such, everyone will notice. If you just continue your life as usual, most people likely won't even notice!!
Spiking and scrunching would both work if you have any gel around or even a little setting lotion. If not, an old t-shirt as mentioned in another post will work, or even the good leg from a cute pair of tights (cut the toe off too so both ends match), or a sash belt, or a piece cut from most any piece of clothing (knits stay on your head better) By the time you get through all the options your hair will have grown back...
