Heat oven to 325 degrees F. Arrange chicken wings in 9x13 inch pan. Season with garlic salt or powder and pepper. Cover with foil; bake for about 30 minutes, or until tender. Drain all liquid. While chicken is cooking, combine all remaining ingredients in saucepan. Simmer for 5 minutes. Drizzle this honey mixture over drained, precooked wings. Bake, uncovered at 350 degrees F for another 30-40 minutes, basting every 10 minutes.
