You may to make sure that it does not have bird mites. Also, you may want to spray it down frequently as a bath, as it may have dry skin and it is truly itchy.

Please see your local Avian Veterinarian. You can call your local spca to locate a Vet that specializes in birds. Birds can scratch for many reasons, mites being one.
