Yes you can substitute that for whole milk in mashed potatoes. Use it the same amount as you would whole milk. The only difference between evaporated milk and real milk is that it has been heated and made to be thicker. It is just not as tasty to drink straight but it is the same thing.

Yes, I use evaporated milk in making mashed potatoes. In fact, that, along with real butter & salt is all I add to our mashed potatoes. And, I do not dilute the evaporated milk. That is the way my mother-in-law made them & she was an excellent cook.
Absolutely, and you will love the richer flavor it gives your potatoes! I also use it in my potato soup and you can really tell the difference compared to using regular milk - just not the same!
If you do you will never go back to using regular milk again, because it tastes so much better!
