Why would you want to put charcoal between the padding and what ever type of flooring you are talking about?

You could but it would grind through your padding as it was walked on. If this is some weird idea as a "deodorizer," at least use baking soda. It won't grind your pad into a crumbly mess, as fast.

Not only will it quickly wear away the padding but also the flooring backing! I don't suggest doing this!

No, I wouldn't do that. Charcoal can be toxic. Why would you use charcoal?
