Spread 1/2 lb. hamburger on bottom of baking dish. (Season.) Add a layer of potatoes and 1/2 of remaining vegetables. Add salt and pepper to each layer. Spread cabbage leaves over mixture. Add remaining potatoes and vegetables. Sprinkle with flour. Spread remaining meat on top and pour milk over all. Bake at 350 degrees F for 2 hours. Use fresh or frozen vegetables.
