Years ago I heard someone say that popped popcorn was a good packaging material instead of the peanuts. It occurred to me that when a box is opened the unsalted popcorn could be thrown out for birds and other hungry critters.

I would think even salted would be okay (though I don't know if it would be great for packaging and salting the contents of the package :D). In the Great Lakes Region, it would add iodine to their diet, which might not be a bad thing.
Salt shouldn't be given to birds in any form. Their systems can't cope with it.

As a kid, we always received gifts from my grandparents that were packed in popcorn. It was many years before I realized that the popcorn was not one of the gifts.
Popped popcorn will draw ants unless it is totally enclosed. Use a garbage bag and place it in with the present and seal off with duck tape or put in air tight container.
