I have always heard that hair spray works to remove ink(ball point) from fabric.
Hairspray, rubbing alcohol, cream of tarter, and lemon juice paste.

Try WD-40, microfiber cloth, and elbow grease. It might not work perfectly on all types of vinyl, but usually does the trick.
