Mix the flour, salt, garlic powder and pepper in a 1 gallon plastic bag. Place the chicken in the bag and shake until well covered. Remove the chicken from the bag and saute' it in the oil until brown. Sprinkle mushrooms over the chicken. Blend together the mushroom soup, reserved mushroom liquid, chicken broth, orange juice, nutmeg and brown sugar. Pour over the chicken and simmer for 30 minutes.
