What is the cause for an AC breaker not resetting? The fan runs, but compressor unit outside will not?

If the fan runs then there is electricity to the unit and the breaker is not at fault. You have other issues with the compressor. I would have an a/c guy look at it.

There's a fuse outside to the unit. Replace it.
