I get good results from Magic Eraser.This may not be exactly frugal but it is non abrasive and won't damage paint.
We tried magic erase marker which worked but, be careful as if used excessively in the same area can ruin the paint.
Dr tichenors mouthwash....no elbow grease needed and comes right off

How do I remove pen ink from a painted wall?

I have pen marks on my painted walls and have tried every store bought product. Can anyone help me with a way to get it off?

Mr. Clean Magic Eraser works amazingly well. They are excellent and cheap. Even removes old crayon and scuff marks. (10/03/2004)

Try antibacterial gel. I've had good results removing ink and even marker with it. (10/20/2004)

Hair spray works well. Spray it on a paper towel and wipe lightly. Don't rub hard, as it will remove your paint. (03/22/2005)
